The purpose of the Swedish social insurance system, which covers anyone who lives or works in Sweden, is to provide financial security at the various stages of life. The presentation provides lessons for social work and social development practice, and will be centered on how clients with complex needs handle service conditions within the specialized personal social services (PSS) in Sweden. The International Social Service (ISS) is an international non-governmental organization (NGO) founded in 1924. It provides assistance in resolving international child protection cases. The ISS is organised as a global network of over 120 countries which assist children and families confronted with complex social problems as a result of migration. The article concludes that future improvements in social services could be made by paying more attention to the structural arrangements that surround encounters between clients and the social services, as well as clients’ valuable first-hand knowledge of social service organisations.
